Dragon Empire

At the south-west corner of the floor, between the Crab and the Owl, is a small suite set aside for those currently not belonging to any clan. While the Emperor's decree is that the people of Rokugan must join the Empire's order or leave the lands, there are still many who are undecided about the future or have not sworn fealty to a clan yet. And the Emperor does allow them their presence so far, confident that it is only a matter of time before they find their place in the Celestial Order.

These quarters are much more sparsely decorated than those set aside for the clans, but provide the same quality and necessities that is given to the clans. A common area provides a table and cushions, along with bamboo-slips and writing utensils and a simple landscape painting adorns one wall, depicting rolling hills and plains. A small cabinet holds a collection of different incense burners, all in the shape of a clan's animal. Though the incense provided is a very common one.

The sleeping area for this suite is a little larger than that provided for the clans, with the idea that there might be a more varied bunch that would visit with less unity amongst them. This gives them the benefit of either having a decent amount of space when there are not many visitors, or being able to host more comfortably. Still, the accommodations are much the same in that there is little privacy except that provided by a paper-screen, sleeping mats are available for use, and there is a hearth in the room that can provide warmth when it is cold.
